no, it mounts to bars not the other way around. The dowel portion is small diameter..but even if it fit, this thing can only hold a couple pounds at most, it is designed to hold things like lights...you couldn't put bars on it.

35cm is about 13.77 inches. Did you mean 35mm diameter? That is about 1 and 3/8 inches. If the handlebar on your bike is too small go to a hardware store and buy a small sheet of rubber. Make strips to fit inside the extension. It will clamp securely on that. Works for me.

It is adjustable by rotating the bar up or down.

Q: Can these be used on a Peloton spinning bike?

It would not for around my handlebar on my peloton. The clamp was too small.
