Q: Could this be used to apply a silicone heat pad to a tractor oil pan?

I really have no idea. I used it to mount items that will remain at ambient temperature. I don't how it will hold under heat conditions. Sorry I cannot be of more help.

Yes it is 5 sheets of adhesive. No pei in here, use it to glue a separatly bought pei sheet: it works great.

Q: I need low tact so surface isn't affected from adhesive used as masking for spray painting design. will this work ?

I would not consider this low tack. I bought it to secure letters to a board forever. I think you can contact 3M and ask which produce would work for your application.

The thickness of just the adhesive is 0.13 millimeters.
