Yes. They work great with the straps.

They are plastic. We have hung 20-25 pounds on them with no problem

Is it stretchy or not?

The strap is not made of a stretchy material. It is rigid but the Velcro hooks will hold the loops. I use the straps to fasten metal and wooden stakes. The loops can be adjusted to keep a tight hold on the groups of stakes.
