If you are asking if they are hollow, I do not think so. I believe it is 1 piece. I’ve not taken the hand wrap off to check for welding or soldering marks.

Does the black paint coating chip off?

The finish is excellent, but any painted steel surface will eventually chip with hard enough impacts. I have a couple of chips from steel on steel impacts that are about 1mm in size barely noticeable.

Are they strong enough for self defense and not just training?

If necessary, yes. They are blunted, not sharp, but sturdy. Not sure why this would be your go-to self defense choice. Not practical to carry around.
