Why does the top dimension say it is 18.2" long, the bottom says it is 13.6" and then the title says it is 14" long ????

I've had the same question, and it's very confusing. Can manufacturer clarify this question? Someone responded to this question by saying, "This was used when there were different sizes you could buy for this brand." This answer is also confusing. What do you mean by "This?"

Can I purchase just the hooks somewhere?

If you want to buy metal hooks that are similar, buy regular cup hooks found everywhere.

Does this come with screws to mount on wall?

Yes. Because my rack only holds masks, I used plastic wall anchors to hold the screws into the wall.

Can I mount this vertically and twist the hooks into the correct position?

Yes, you can. The hooks are screwed in from the back. All you have to do is loosen the screw, then turn the hook into the position you want, and tighten the screw again
