Q: Does it come off easy, when you need to pull it off?

It doesnt come with any adhesive to install. So, it depends on what you use. I've just been using tiny nails or tacks and it works just fine.

Q: Would command strips or double-sided tape stick well on the panels?

I tried glue and it was a pain because the foam was like spreading it out and not allowing firm contact. I would suggest double sided tape or maybe finishing nails.

Q: Are these used to keep sound out from rooms next to mine

I'm not going to say it keeps the sound out of the room next to you but it do exorb sound from bouncing back and stuff

Q: Will it keep sound out or at least muffle them from the ceiling

No, it’s very cheaply made & does not sound proof at all. It wouldn’t even stick to my wall either.
