Q: I'm usb to power this, but I'm getting about a volt less on the other side of the switch. Anybody know why? Thanks.

That's because the current thru the LED drains from the circuit. Think of the TTP223 as a resistor switch with about 100 Ohm. Disconnect the LED and you will get full VDD on the output.

Q: Would silicone buttons trigger these sensors or does it have to be something conductive?

They're capacitive sensors, so anything that raises the capacitance will trigger them. Silicone does not alter capacitance.
