Q: Is it for one use only ?!

I believe the item is for the 36 refills but came with a bonus wand. I only have one wand so far so it must have come from this set.

Q: Are the wash head pads flushable?

No. They are quite large hexagon foam pads with a plastic component which fits into the handle. Very good for cleaning as they are sturdy and contain loads of cleaning product. I let the wand drain for a bit and place bin near by to discard pad without dripping fluid on the floor.
