Can a telephone line, tip & ring, be used to activate this horn ?

I don’t believe so, the horn requires 120 volts AC

In my experience with these, I would say about 30 watts is spot on and coincidentally, that may be the last part of the part number. The 250 may be frequency or model, -120 volts and -30 maybe watts but that is a safe bet because it's usually fed by small gauge wire.
