Can this strainer be used after a pump (e.g. under pressure instead of vacuum) or just before?

I used it in my sailboat, it's between the sea water intake and the circulating salt water pump. Work well in that application! Sorry don't have more for you?

I see others using this for raw water input for engine cooling. The pic shows the strainer above the motor, which means it would drain out each time?

The inlet will drain back through the suction line if you leave your seacock open. Close the seacock, twist off the top of the strainer clean the element. Refill any lost water, replace the top and open the seacock. The water will remain in the system, because of the vacuum lock when the top is reinstalled.
