Q: can i connect my laptop to monitor, will this cable show the display?

As far as I can tell this cable is useless. It's hooked up to my scepter monitor via hdmi and hooked up to my USB on the laptop. All I need this cable to do is extend my display. And it doesn't.

Q: If I connect my camera to pc will the pc use it as a webcam

I have a Mac. It didn't work for my computer to TV. But that may be because of the other things plugged into my TV. The cable is only 20" - so may not reach very far.
