Do I use ear wash and dry one after the other? Or do I have the choice to just pick one?

You use the ear wash first then the dry one after. You will definitely want to do the dry one after to help your dogs ears. It's not good for them to have a ton of liquid down in their ears so please use both.

can it be used on cats?

I can't say for sure but 9 3/4 seems to more than I do. However I will say 1) some advertisers on the web list it as for dogs & cats 2) the main ingredients seem to be pretty natural (Calendula, Roman Chamomile, Aloe Vera, Clove) 3) the label does not say not to use it on cats, HOWEVER the label also does not say it can be used on cats. I would check around a little before using it on my cat, but if I couldn't find anything negative I would probably try it. You could try asking vetsbest.com. They have a contact us link.

Cats are allergic to tea tree oil. Id steer clear of this for cats!

How can you use this if your dog refuses to let you drop it in his ear?

My dog's swim therapist puts it on a cotton ball and then uses that to apply it in his ears. I think he thinks it's an ear massage!
