Yes it's sealed and very elegant. It doesn't plump your lips at all. It does stay on a long time.

Q: Can I wear this under my regular lipstick?

This is a lip gloss similar to Buxom etc. I wear it over my lipstick for shine but I’m sure you could use it under lipstick but sparingly.
