are boththe seat ans the top padded?

The inside of the lid and the back of the seat isn’t but the top of the lid and the seat is. Very comfortable and closes very softly.

It is a soft seat. My first one cracked after a year. I don't think the is one will last that long. It already is getting a crease. But I recommend it over a hard wooden one.

Will the Luxe Bidet Neo 185 fit this toilet seat?

Read the worst reviews, it wont matter if it fits since the seat will split open shortly after installed. It is not worth buying.
