Is it for dry skin or oily?

I ordered this for a Mother's Day spa day with my mom. I have oily skin and she has dry skin. It was absolutely great for both! So I would say it is a combination product. I just paid $60 for a facial the other day and was actually disappointed. This was better.

Is it just a pic? Or there is really an extra sachet for each stepbin this pack?
