Q: Is the elastic fairly tight on these? I bought some from Sallys & they were so loose they barely kept the water out. Thanks

Not real tight, but I'd say tight enough. When I wear a shower cap, I put on a terry cloth headband to hold my hair up and away from the elastic, so that probably helps. You get a ton of these - I use them when I travel and feel fine about throwing them away. I also use them when I color my hair to keep from dripping. I think you'll like them. It's a lifetime supply!

Q: Are these BPA and Latex Free?

I don't know but I am allergic to latex and I use these twice daily and have had NO problems. I am very satisfied with them!

Q: Do you think this would fit as a topper to a 14 x 9 basket?

My shower caps fit over my 9x13" pan plus a little bit more. However...there won't be much if any left over to allow for any height above the basket edge. My guess is that it would just barely work
