What is 70 Cal per 100g cooked or not cooked?

As it comes out of the bag it is small dried grains like rice. I have put it in hot water to re-hydrate it for say 10 minutes and eaten it like that without actually cooking it or added it to dehydrated hiking meals which just have hot water added too. It seems to soften some but does not get soft in the same way as cooked rice so I think it really does not matter if it is cooked or not.
