What do you use to cut to a shorter length?

I used a box cutter. Pretty easy to cut for something so sturdy. And probably better to cut before putting the wires in and on some cardboard to avoid cutting flooring.

Can these be used outside and will they stand temperatures up to 104f ?

I use mine outside. I use it in winter, but it’s pretty thick, so I would assume it would be fine in 104 degrees.

I'm not sure where it was made. I usually lean towards USA. I'm happy with the product. It's in our church.

Is it heavy enough to hold down a 1/2 inch vinyl irrigation tube that came coiled and needs to lay flat?

The cable cover is fairly heavy. If the irrigation hose is flexible and fits into the channel, I think the cable cover will hold it in place.
