Can you use this for rose water to spray on tea, cappuccinos and cocktails?

You can, though when it is sprayed its a light mist that spritz out. So not sure how good it'll do to use for drinks as you may not want to over spritz a drink with rose water.

Any suggestions on how to get this to work? Have tried everything.

I ordered 2 perfume bottles and they both worked perfectly. I unscrewed the top, filled the bottle with perfume, screwed the top back on then squeezed the bulb. No issues. Maybe check the connections to make sure they’re nice and tight or do an exchange with Amazon

Would this work for spraying powder?

Probably not...however, I am not sure, I bought it solely for the decorative element.
