Not for returning riders! Important parts are cheap and have to be replaced!
The bike is overall decent and for beginners, kind of, it has some really cheap tires that don't bead well, the seat and post are trash, it's almost a garuntee you will need to replace it for safety reasons, unless you want the plastic seat to come off and a post to go where the sun don't shine. Definitely not for returning riders. If I knew what I know now I would have gone a different route and paid a little more, as it has cost me in the end.

Its $400 and the seat and handle bars are fixed. Neither can be adjusted. But something else.
