yes you can cut it but only at the cut lines that are marked by tiny scissors. you have to remove the plastic end cap and pull the strip out and cut it and the and the out covering to the desired and length and then replace the end cap to ensure it doesnt get wet

Q: Does the blinkers sync up with the strip?

no, its powered by whatever fuse you hook it to. engine fuse, headlight fuse, ect... will only come on when fuse is triggered. meaning turn on car uses egnition fuse, turn on lights and this strip will come on if thats what fuse its hooked to.
