Q: Does this charger have a UL certification?

Don't see that one on there. It has online hologram authentication. CE FC RoHS

Q: Bought one of these chargers, but it won't fully charge my li-ion batteries. It only goes up to about 4.07v. Anyone have an idea what the problem is?

You can change the power setting to 4.2. However I just also charge my Lion on the Lipo setting. Works great (recommended to me by an online Lion battery expert).
