Q: What is the best way to refill these?

You can fill these with Option 1. a personal air compressor, (not the best option tbh and you need the right adapter for it) or (I recommend) Option 2. find a local scuba shop and they will have everything to fill them up. Pricing to do it will vary but should always be very reasonable. Usually around 10 to 15 bucks to fill 2 of these tanks to their rated limits

Q: How do you reposition the regulator? Mine is obstructing the guide rail for the buttstock so that I can't use it.

I would simply recommend readjusting the bottle's position when initially screwing it onto the stock's thread
