No, it is not cold. The air from the fan is just enough to blow up the tent and it also has a mesh or protective net for safety purposes.

Can I use a Round floor fan?

no, it is made for a 20inch box fan, I doubt the tunnel would fit a round fan tight enough that the fan would be able to keep the tent filled. It box fan only has to run on low tp keep it filled

Is there mesh or something so the kids can't get to the fan?

Yes, there is a mesh or a net that separates the fan for safety purposes.
