Thanks for the question. It is Minerva, the Roman equivalent to the Greek Athena. The Romans absorbed all of the Greek pantheon and renamed them, which included their artwork and mythology. So this is an image that is found in Roman culture which makes it Minerva. If it were found in Greece, this same bust would be Athena. So you both are right, it's the same image in both cultures, this just happened to be found within Roman culture making it Minerva.
