Battery never changed it never worked, any suggestions?

Hi, remove batteries during long periods of non-use. Always remove exhausted batteries from the product. Battery leakage and corrosion can damage this product. Dispose of batteries safely. Batteries specification are 12V4.5AH and 12V7AH. Bike is fully charged and lights turn on but no movement at all. Pressed every button. Is there away to fix it?
