Q: Is it a digital speed control or the old type number turn wheel on top

It is the old type wheel on the top.

Q: So, where do you buy replacement pads for this? I've looked everywhere and cannot find them.

The pads are very wear resistant so should last a while. I posted a query to Vibax (the sellers) via Amazon after I bought mine, and was contacted immediately by Chris on 07734 424097, who I'm sure can help you with replacements.

If epoxy resin can be polished, then yes. Not sure whcih polishing product you may need though?
