Very, very hard tips.
These don't seem to match my old Elkmaster tips at all, they are a darker blue and EXTREMELY hard. My cue file could hardly shape the edge, never mind create a dome, so I gave up. I've used Elkmaster and also CC G2 before and these are harder than anything I've seen.

Fake
As others have mentioned these are not Elkmaster tips, so I have been mis sold. They are much harder and darker. I have compared them to genuine Elkmaster tips and the difference obvious before you even take them out of the bag. You can get a box of 50 of these fakes for a similar price. Avoid
