Size Design fits both protected and unprotected batteries (up to 69mm in length ) or 78 you list both 69mm is not a 21700?

My apologies, the 21700 slimline case fits batteries up to 78mm in length.

Will a nitecore nl2150hpi battery fit? it is the "proprietary" battery for use in the nitecore p20ix flashlight. thank you.

The nitecore nl2150 battery is 77.2mm in length with a diameter of 21.9mm. This should fit in the 21700 battery case without any issues.

Is this Silicone or what material is ot made from?

Not quite sure. It is not soft silicone, but it is not hard plastic either. It can be deformed when squeezed, but the shape returns. Nice material, between soft silicone and rigid plastic I guess.
