Q: anyone know how or where I can buy this product in the UK?

I bought a couple of boxes of this in the UK several years ago. Try a beauty store called Boots, that's where I bought it. i checked their website and it says they still stock it. http://www.boots.com/en/LOreal/Colourants/Colour-Expert/

Q: Do you just do highlights on the top layer of hair? If not how do you do the layers underneath the top layer of hair?

About every other time that I color, I use one of those hair clips to hold the top layer of hair and do a few highlights underneath and then do the surface.
