Q: It is not clear to me whether using the irrigator shuts off the water coming out of the shower head. Can you shower and irrigate same time?

You can. I found that even when using the maximum setting, the drop in shower head water pressure almost undetectable.

Q: A question opposite of others: the unit will not shut off completely, even with the valve completely in shower position. How do you shut it off?

That is what I want to know. I can't hang it up because it sprays all over while showering. Why wouldn't you be able to turn off the irrigation comp!etely?

You would need to install a separate device which shuts off the flow to the shower head, between the irrigator and the shower head.. this device does not do that. One suggestion would be a "navy" shower nozzle.. the spray pattern is one and one only and somewhat rash.. not for everyone, but it allows the water to be shut down to a trickle in some models and completely shuts off in others.. A navy shower head also helps when you have low pressure at the shower head. Google-images, 'the incredible head shower head'.. it's the stout looking thing..

Q: Does the hose ever get fully dried out? If not, is mold a problem?

Mine never developed mold, but I used mine several times a week, and I allowed the water in the hose to be replaced by fresh water each time before I used it, just a few seconds stream before turning it down to use. You could dry it out as was suggested by turning off the water to drain and then turning off the valve, but I didn't do that very often. I've had mine for about two years each, and I never had a problem with rust or mold, but eventually the setscrew wore out. If you don't use it for weeks in between I would think you would want to let the water flow for a few seconds before use just like any other stagnant water in a pipe
