Can I buy a blade replacement for this shaver when is blunt

The blade doesn’t go blunt, the issue is that the comb does break and you can’t get a replacement. So I ended up buying 2 just for the combs.

Is this good for balls shaving or is manscaped better?

This is a great, cheaper alternative. If you’ve got the money then Manscaped is the better choice as it will last a lot longer than this. But, I’ve been using these for over 2 years and have never found a problem.
