Not fluffy but good to use
I buy this every year for my pre schoolThe children love itI wouldn’t say it’s fluffy like snow it’s more squishy jelly like but they thing it’s great . We use it in a tray with little figures.

Hard to clear up
Very messy and awful to clear up, did not dissolve with extra water, not even in washing machine. Would not buy again. Have used the normal bath one ok.
