Does anyone know how much to use 1gallon water for the lawn

Per the product label: Use: 8 - 16 fl. oz. per 1,000 sq. ft. (2-3 tablespoonful per 100 sq. ft.) Apply in a sufficient volume of water to in thoroughly wet the foliage and run-off in the root zone. Hose attached sprayers provide a convenient method to treat lawns.

Can this be used in the soil instead of on foliage? What are the instructions for that?

you can use it in the soil as well as on foliage. The instructions are on the label. I use it both ways.

Would this product be safe to apply to new sod that was installed 5 weeks ago?

There would be no reason to. It is meant to correct iron deficiency/chlorosis. Give your new sod a chance to develop .

How long before I should see results using this product?

Sprayed on shrubs/ trees, I noticed results within days. If applied in a trench around tree roots & watered in, it takes a week or two.
