Q: Will this fit folded A4 sheets which are about 210mm (the wallet total height is 225mm)?

Yes but if you want to place the paperwork into the sleeve of the holder I had to fold the paper twice

Q: Can a single passport holder fits 2 passports instead of one ?

If you mean the slots on the right meant for 5 passports then yes I've just tried and you can squeeze 2 passports into 1 slot which means you can just about fit 10 passports into the right side slots all doubled up. You could also fit 3 passports into the the other slots on the left hand side of the wallet and still zip it up. There is also a zipped compartment on the left side which would fit more passports if needed lol. This is an excellent passport and document holder and highly recommend it.
