Q: Can i use that vga on the back for video/camera program output?

sorry, it is RS232 port to connect with camera, doesn't have video out function. the Controller can only Control camera.

Q: How do i set this up for ndi with poe? manual does not explain about ndi. controller does not communicate with smtav cams.

ATEM mini and our Controller can work together, but they don't need connect together. for example, (1) cameras connect to ATEM mini by HDMI cable (2) cameras connect to our Controller by LAN( if your cameras have this function), RS232, RS485, RS422connection then, you can use our Controller and ATEM mini Control your cameras at the same time.
