Could this be used to remove / replace cedar shakes on the side of a house?

I don't see why not especially for small repair work, But other wroofng removal tools would be better for larger areas.

What's the small hole behind the claw for?

I have no idea. I tried pushing a roofing nail through, but on mine the hole is too small. I see the original "pactool" one doesn't have that hole, so I don't think it serves any purpose.
