Check you C7 base on you lights
Check the base that you are screwing the Led C7 into. I found the ledC7 base is a little bit smaller than an Incandescent C7 causing you to think the Led C7 is not working-do some asjustment on the contacts on your light string-In my case that's all I had to do to get the Led c7 to work

I use these for my outdoor Christmas lights, two days after I put them up we had a big storm heading our way so I had to take them back down it was after Christmas so I didn't put them back up but they worked good.

They work with NEW chords, receptacles
My older chords will not work with the LED bulbs as they are slightly worn and the screw base is just loose enough to not make correct contact. Update your chords and they should work just fine.

Might need to really tighten bulb to get it to work.
Needed to put SOME bulbs in real tight to make them work.
