No, these fans are rated for 12v, but you may be able to find a random USB to 12v barrel connector step-up converter. I've seen them for maybe $8.

5v, it's a usb powered fan I use it for my laptop adapter .

The fan have a switch, but if you let it turned on in any speed mode, the fan will automatically turns on/off when you power on/off your PC.
