Q: Do you have to use gel polish and a uv light or can you use regular polish and topcoat?

I used gel polish and a UV light. Something worth mentioning is that the containers that this powder comes in (you get 2) are nowhere near full. I won’t buy again because of that.

Q: Is this clear and just add the shine?

It is Neon Nail Powder,Different viewing angles, showing different colors, rainbow colors.

Q: How do you open this? Ive been twisting it counterclock wise and it does not open.

Put in a paper bowl and smash it with a hammer. I don’t know if it’s because I lack the surgical precision necessary, or if someone at the manufacturing plant was gluing lids on as a gag, but there was no other way of opening this container. And, please note, by “smash it” I mean hit it hard enough to crack it, but not so hard as to send powder and particles flying.
