Does it connect to the headgear or just go under it?

It connects to the head gear. The head gear straps go through the Hair Covers fabric loops which secures the Cover to the head gear. There are three loops, one on each side of the jaw to secure the chin strap, and one on the back of the head to secure back strap. If there are any other questions, please ask.
