It's both ok, no matter whether it is connected to bluetooth or not, the light will change to the rhythm of music.

Q: Do you have to program it with your phone?

It can be operated with the included remote, the only thing you need your phone for is to connect to Bluetooth if you would like to play music from your phone on the light. Its a light and bluetooth speaker and the speaker is decent for a small room.

Q: Will this last for years to come?

I bought for a teenage girl for xmas. As it goes for everything....if not dropped or misused it should last. I'm hoping she don't like it because then it will be mine. It is awesome.

Q: can music be turned off

I haven't tried the music but most likely you shut it off on your device because it is bluetooth.
