It's OK
First things first, you cannot use the heating function unless the massage function is on. You can use the massage function without the heating function, but not vice-versa. This is irritating because you don't always want both, sometimes you just want one or the other. The good thing is that the fleece makes this pretty warm on its own, so this probably won't bother most. But for me, the heater is the sole reason I purchased this. The package itself says "soothing FOOT WARMER", which implies that the main feature will be the foot warmer, not the massager. Granted this isn't a very expensive item (at least at Walmart) but this seems like it's something that wouldn't require a high price tag. Heating-wise, this doesn't get very hot. It's kind of like putting on a warm pair of socks. The massage function is pretty strong, enough that it actually hurt a little after being on for a while, as I had a bit of trouble getting the heater to work. Eventually I read the instructions, but to be honest I didn't think I needed to for something like this and I doubt I'll be the only one to think this way. I'm not going to be surprised if people return this later, thinking it's broken. This is fine and it'll likely be OK enough for some as a holiday gift, but I just expected more given how basic of an item a heater/massager tends to be nowadays.

Step away
Terrible product. Heat won't work without the vibration. Vibration is very noisy and shakes the room. Was a gift or would've sent it back.

Easy fix.
The "massage" function is loud and annoying, but you have to have it on to use the heat. There’s an easy solution, though, and it doesn’t take long. I unzipped the back, disconnected the vibrating massagers under each piece of memory foam, and the heat now works without the annoying vibrating. It took me maybe 5 minutes, and the most difficult part was just getting the thing unzipped. I know everyone won't want to do this, but I'm sure someone who's cheap like me will take the few minutes to save a few bucks.

Good for neuropathic feet
I have peripheral neuropathy and while I agree with others that it doesn’t do much for warming, the vibrations increase circulation which warms my freezing feet. The vibrations also increase circulation in my legs which makes them stronger. It was a gift and I appreciate it very much. Caution: use it for only 20 minutes or it weakens legs.
