The inner inside bolt holes are smaller than the outer holes. What do you recommend? I can get the back plastic bolts screwed only so far ... drill??

Not sure what is meant by inner and outer bolts. However, all bolts/screws should be stainless steel. Plastic would never hold and would be a danger for collapse. Be or qc is terrible

How thick is the base plate that slides under the tub? The description says both .2 cm and .24" . Which is it?

Mine measures 0.24 inches and seems very sturdy.

if my spa is half in ground will this work

The base needs to slide under the spa. So it will work if you have room to slide it under. I was able to do it with the spa full by using a handtruck to lift the spa slightly.
