Admittedly, I haven't had to use these bags yet, but they seem to be of good quality and should work just fine. I got two of the same bags, with one being the longer rope variation. I keep these on my motorboat.

This is very compact, which makes it easy to carry on my 16' boat. The design makes it easy to throw a long distance and the bright orange is highly visible. While I hope to never have an emergency, it is still helpful when the kids are swimming near the boat and need a little extra help getting back.

I feel this bag will be a valuable piece of kit in the event of emergency. It seems to be made well, lightweight, and sufficiently long for most purposes. It comes with a steel carabineer that's fairly heavy and doesn't display a weight rating, so that's probably going to go.After several practice throws and recoils, I found the plastic ring is not helpful, and could hang up on obstacles. I took that off and retied the ends to be more effective with less chance of snags. Also tightened the rope to bag fit and now it meets my standards.For the price, I think it's pretty darn good but not perfect.

Seems to be decently constructed. The bag has a float ring at the end to assist a victim in grabbing the rope. The bag also contains a foam rings so the bag will float in the water. A carabiner is also attached on the throwers end of the rope if needed to anchor the rope so the rescuer doesn't get pulled into the water.
