How come this ad on the packaging picture, says "organic"...yet, there is no usda label...and there is no other certification - why?

If this product( which I buy) is sold by a “ Small Organic Farm” meaning the farm has a yearly gross of less than $5,000; they do not need to be certified in order to label or sell as Organic. If this is the case then they are also not allowed to use the USDA organic seal. It is possible that this is the case in this situation.
