Do you actually open the packet to throw the contents, or is this a filler for the cones?

We opened up the packets then put them inside little cones and handed them out to guests at our wedding. You could easily hand out the packets though and have everyone throw from that as the packaging was cute :)

Are there any seeds in this mixture that will sprout and grow after being swept into the flower beds at church?
