Q: I don't have air compressor. Do I need to pump continuously to siphon th oil?

No, you don't need an air compressor. You can pump it by hand to create a vacuum then stand by and watch the oil transfer from the engine to the tank. Occasionally, you'll have to pump more vacuum to keep the transfer speed up. Not difficult at all.

Q: Can the tank be sealed to be transported to a recycling center?

I've only used it once so far and have not transported it, with that said, you may be able to rubber band some cling wrap around it but there is no cap to seal it. You may also be able to keep one of the hoses connected. In all honesty, I don't think it will be a problem as long as you keep it upright.
