Will this work with Instant Pot?

That's what I bought mine for and it is better than the super stiff, light-duty power cord that comes with the Instant Pot.

will it work on a fender bassman 100

It worked fine on my Bassman 400. It's just a 3 prong plug with all of the prongs being flat for the female end. Look at male end on the amp.

My laptop has a 10a 125v 1250w power cable leading to the converter. will it be okay to replace that with this? or will i fry my power brick or comp?

I don't see why not there is no risk with this replacement as long as the transformer is correctly rated 110 220
