Q: Are the stickers numbered sequentially? And if I order 2 packs, will the same sequence of numbers be on the stickers in both of the packs?

The ones I purchased are in sequentially numbered order. I only bought one pack so I cannot attest to subsequent numbering. Perhap you could email the manufacturer and request the numbers you want.
